You need three things: your birth date, your birth city, and your birth time to the minute. The time is the one people skip and it is the one that decides everything, because your rising sign moves about one degree every four minutes.

Here is the part that makes this practical rather than interesting.
Once a year the sun moves through the season sitting on your horizon, and that stretch is your annual reset. Two likely reasons. Either your birth time is off, which is extremely common, or you are reading a description written as a personality type instead of a set of conditions. This is the part of you that other people notice first, so you are often the last one to recognize it.
Can your rising sign change?
